The state considers as one of the largest in greenhouse gases emission and continues to reduce the level through sales for future use.<\/p>\n<p style=\"text-align: justify;\"><strong>Auction<\/strong><\/p>\n<p style=\"text-align: justify;\">On August 18, 2014, California sold 22.5 million of carbon allowances through auction at a price of $11.50 per each permit. The state also received 1.14 bids per every permit for the bidding process and sold 6.47 million of permits per $11.34 each.<\/p>\n<p style=\"text-align: justify;\">Future contracts also associated with the allowances, which are currently trading at $12 per ton since April 2014. The state also offered 9.26 million permits as advance allowances, which can use over the period till 2017.<\/p>\n<p style=\"text-align: justify;\">Edison International (NYSE:EIX) along with its competitors Chevron Corp., BP Plc, PG&amp;E Corp., and investment bankers like Morgan Stanley and Goldman Sachs are eligible for the bidding process.<\/p>\n<p style=\"text-align: justify;\"><strong>Mixed feeling<\/strong><\/p>\n<p style=\"text-align: justify;\">The futures traded at $11.83-$11.84 a ton on the Intercontinental Exchange after the auction, which is low compared to the current trading price as per the analysts\u2019 estimate.<\/p>\n<p style=\"text-align: justify;\">For instance, California-based Four Twenty Seven\u2019s MD Emilie Mazzacurati said that the auction will undersubscribed and clear the floor price ($11.34 per ton) as the trading in the carbon market is slow.<\/p>\n<p style=\"text-align: justify;\">Even, Bloomberg\u2019s New Energy Finance analyst Colleen Regan expects that the permits will lower the floor price; however, the demand remains in the market.<\/p>\n<p style=\"text-align: justify;\">But, CME data suggested that the release of carbon dioxide permits is lower, which fell by 12% compared to 2013. So, the volatility over the trading price with respect to the demand will justify the allowances in the carbon market.<\/p>\n<p style=\"text-align: justify;\"><strong>Rationale<\/strong><\/p>\n<p style=\"text-align: justify;\">California offers the allowance to meet the shrinking hydropower resources and increasing demand of natural gas generation.
