Former Vice President Kamala Harris<\/a> left former President Joe Biden off a list of her top three most effective U.S. presidents in an interview on Friday.<\/p>\n

“In your view, rank the top three most effective presidents in American history,” Marc Morial, the president of the National Urban League, asked Harris<\/a> at the National Urban League conference on Friday.<\/p>\n

She joked, “Marc, don’t make me do that.”<\/p>\n

Harris then went on to name Franklin Delano Roosevelt<\/a> (FDR) as her first pick and said she watched an NPR special about him recently.<\/p>\n

“It was he who talked about the expansion of the Supreme Court,<\/a> and then he got ferocious back \u2014 kind of blowback for that. But he did good. It was Social Security. It was, you know, when I think about what he did in terms of investing in the people in during dire times and talking about the role and responsibility of government, that it should not just be about the benevolence of community organizations or just interpersonal relationships, that the government has a role. I think that he was a very important president,” she said.<\/p>\n

She went on to name John F. Kennedy \u2014 also noting Lyndon B. Johnson, Kennedy’s vice president, who took over the presidency after he was assassinated.<\/p>\n

“I credit, you know, Kennedy, of course, in terms of what he laid the groundwork for and then Johnson followed up on,” she said. “Around having the ability, but that was again an example of the inside outside game. Because the reason that happened is because the pressure was on from the outside to appeal to the conscience of the people on the inside.”<\/p>\n

Harris listed Barack Obama<\/a> as her third choice, which the audience applauded.<\/p>\n

“What he did with the Affordable Care Act among many things, but in particular, if we had one issue that has been ailing America for generations, which is a healthcare system that has failed anyone other than the rich and addressing that the way that he did and took a lot of heat for it. I think it’s one of the greatest presidents,” Harris said.<\/p>\n

The list notably left off Biden, under whom she served as vice president.<\/p>\n

Neither Harris’ office nor Biden’s office immediately returned Fox News Digital’s requests for comment.<\/p>\n

Harris took Biden’s spot at the top of the Democratic presidential ticket in 2024 after the former president decided to exit the race following a rough debate performance against now-President Donald Trump.<\/p>\n

Harris had a little over 100 days to mount a presidential campaign, and wrote in her book after the election that his decision to run for a second term was reckless.\u00a0<\/p>\n

“‘It\u2019s Joe and Jill\u2019s decision.’ We all said that, like a mantra, as if we\u2019d all been hypnotized. Was it grace, or was it recklessness?” Harris wrote<\/a>. “In retrospect, I think it was recklessness. The stakes were simply too high. This wasn\u2019t a choice that should have been left to an individual\u2019s ego, an individual\u2019s ambition. It should have been more than a personal decision.”<\/p>\n

Harris took a series of left-wing policy positions during the conversation, and said she had not made a decision about 2028 yet.<\/p>\n

“We must allow for a real conversation about revisiting certain things,” Harris said. “I know this is gonna be controversial coming from me, in particular. We need to revisit the Electoral College<\/a>.”<\/p>\n

Harris lost both the Electoral College and the popular vote to President Donald Trump<\/a> in the 2024 election.<\/p>\n

She also voiced support for expanding the Supreme Court.<\/p>\n

“We need to revisit the point of expanding the court to 13 justices, like we have 13 district courts,” Harris said. She also suggested the U.S. should revisit statehood for Puerto Rico, expanding beyond her previous support for statehood for Washington, D.C.<\/p>\n

Zeteo founder and far-left commentator Mehdi Hasan reacted to a clip posted of Harris with a Biden animation where he appeared surprised.<\/p>\n

The Independent’s Eric Michael Garcia also reacted with a gif of the former president.<\/p>\n<\/div>\n
