The midterms are quickly approaching, and while political pundits are focused on the battle for the U.S. House and Senate, a handful of governors\u2019\u00a0races could have a significant impact on 2028.<\/p>\n

Governors serve as the chief executive of their state, with\u00a0broad authority\u00a0to enforce laws, oversee state agencies and manage the executive branch. Those agencies shape everything from education to healthcare, business regulation, public safety, infrastructure and public health. This November, Americans in\u00a036 states<\/a>\u00a0will head to the ballot box to decide who holds that power \u2014 and they should choose carefully.<\/p>\n

Although state politics is often overshadowed by Washington, D.C., nothing quite shapes American daily life like what happens at the state level \u2014 and the governor sits at the center of it all.\u00a0<\/p>\n

Voters should pay close attention to the gubernatorial races in Illinois, Maryland and Pennsylvania.\u00a0Democratic Govs. J.B. Pritzker, Wes Moore and Josh Shapiro\u00a0are all seeking reelection while quietly<\/a> auditioning for 2028. The Democrat Party\u2019s bench of possible contenders\u00a0consists primarily of current or former governors \u2014 a notable shift from recent years of nominating candidates from Capitol Hill.<\/p>\n

With California Gov. Gavin Newsom<\/a> widely seen as the early Democratic frontrunner for 2028, he\u2019s\u00a0not facing voters\u00a0this cycle, so the races in Illinois, Maryland and Pennsylvania\u00a0may be the most important referendum voters get on the Democratic governing model\u00a0for the next two years.\u00a0Their records in office offer a preview of how they might actually govern should they win the nomination.<\/p>\n

On the economic front, high taxes and a complex regulatory environment have defined these states \u2014 and delivered poor results for the people who live there. With nearly 280,000 regulatory restrictions on the books, Illinois has the\u00a0fourth most burdensome regulatory code\u00a0in the nation.<\/p>\n

Maryland, as the state<\/a> with the fourth most burdensome income tax system, ranks among the\u00a0bottom five\u00a0worst states for tax competitiveness. Pennsylvania ranks\u00a0third-worst\u00a0for childcare freedom, behind only New York and Vermont, raising costs for working families.<\/p>\n

Across all three states, the overall tax and regulatory burdens have made it increasingly expensive just to stay put, and residents are starting to vote with\u00a0their feet. IRS\u00a0data\u00a0shows taxpayers in all three states are fleeing to lower-tax havens, taking billions in income with them.<\/p>\n

The candidates\u2019 records on education<\/a> fare no better. All three governors have shunned the growing support for school choice and alternative education options \u2014 choosing instead to bow to politically connected teachers\u2019 unions over the best interests of students and their families.<\/p>\n

Pritzker’s first budget proposed gutting Illinois\u2019 only school choice program<\/a>, and in 2023 lawmakers let it\u00a0expire\u00a0entirely \u2014 stripping\u00a0nearly 10,000\u00a0low-income children, most of them Black or Hispanic, of their scholarships. In Pennsylvania, Shapiro campaigned on supporting school choice but eventually\u00a0caved\u00a0to union pressure and vetoed a $100 million scholarship program he had personally backed \u2014 abandoning the low-income families he had promised to help. Moore acted similarly.\u00a0In 2023, he\u00a0attempted\u00a0to cut funding for Maryland\u2019s BOOST Scholarship program, which helps low-income kids attend private schools.<\/p>\n

On energy, all three governors have pursued regressive\u00a0green energy agendas that have\u00a0come at a steep cost for consumers. Illinois electricity prices\u00a0rose\u00a0roughly 15%\u00a0in a single year \u2014 more than double the national average \u2014 while Maryland residents have seen rates climb significantly since 2020.<\/p>\n

Pennsylvania tells a similar story: despite being a state blessed with abundant natural gas and coal resources, electricity rates have increased 46% since 2018, driven by green energy mandates,\u00a0complex permitting and the shutdown\u00a0of baseload plants \u2014 leaving the average\u00a0Pennsylvanian\u00a0paying\u00a0$210 more annually than the national average. And Shapiro shows no signs of\u00a0reversing course. If his energy agenda advances, Pennsylvania families could see their annual electricity\u00a0costs\u00a0nearly double\u00a0from $1,717 in\u00a02023 to\u00a0$3,471 in 2035. \u00a0<\/p>\n

These records matter beyond the borders of Illinois, Maryland, and Pennsylvania.\u00a0Governors\u2019\u00a0races rarely get the national attention they deserve, but this cycle is different. Names like California\u2019s Gavin Newsom, Michigan\u2019s Gretchen Whitmer, and Kentucky\u2019s Andy Beshear are all part of the 2028 conversation<\/a>, alongside Pritzker, Shapiro and Moore. For the first time in\u00a0years, governors\u2019\u00a0races offer a window into what we could see in 2028.<\/p>\n

Pritzker, Shapiro and Moore will spend the coming months making the case that their states are better off under their leadership. Their constituents \u2014 and a country sizing up the next generation of Democratic contenders \u2014 should take a close look to see whether that case holds up.\u00a0<\/p>\n<\/div>\n
