{"id":122594,"date":"2026-02-27T12:43:05","date_gmt":"2026-02-27T17:43:05","guid":{"rendered":"https:\/\/cablemanpro.com\/wallstreetpr\/illinois-city-was-the-first-to-pay-blacks-residents-25k-in-reparations-but-how-will-it-find-more-funding-122594"},"modified":"2026-02-27T12:43:05","modified_gmt":"2026-02-27T17:43:05","slug":"illinois-city-was-the-first-to-pay-blacks-residents-25k-in-reparations-but-how-will-it-find-more-funding","status":"publish","type":"post","link":"https:\/\/cablemanpro.com\/wallstreetpr\/illinois-city-was-the-first-to-pay-blacks-residents-25k-in-reparations-but-how-will-it-find-more-funding-122594","title":{"rendered":"Illinois city was the first to pay Blacks residents 25K in reparations, but how will it find more funding?"},"content":{"rendered":"<div>\n<p>The City of\u00a0<a href=\"https:\/\/www.foxnews.com\/media\/lawmakers-demand-answers-after-dem-mayor-allegedly-declined-police-support-university-amid-israel-protests\" target=\"_blank\" rel=\"noopener\"><u>Evanston, Illinois&#8217;<\/u><\/a> Reparations Committee issued $25,000 to 44 residents earlier this month in reparations&#8217; payments and is currently looking for other ways to keep the program funded.<\/p>\n<p>Committee members have reportedly previously <a href=\"https:\/\/evanstonroundtable.com\/2026\/02\/05\/over-40-reparations-payments-expected-to-be-given-out-by-summer\/\" target=\"_blank\" rel=\"nofollow noopener\">discussed the lack of revenue<\/a> from their cannabis tax source, due to low sales at the two dispensaries in the city. &#8220;When you tax something at a high rate, customers are less likely to purchase that product and are more likely to identify alternatives,&#8221; Tiffany Ingram, the executive director of the Cannabis Business Association of Illinois, told Fox News Digital on Wednesday.\u00a0<\/p>\n<p>&#8220;And so that&#8217;s why you see customers going to other places like Michigan or Missouri, if they&#8217;re close to the border, or purchasing products from the illicit market or purchasing alternatives like unregulated Delta 8,&#8221; she said.<\/p>\n<p>According to the city\u2019s resolution, Evanston committed the first $10 million of the city\u2019s Municipal Cannabis Retailers&#8217; Occupation Tax \u2014 a 3% tax on gross sales of <a href=\"https:\/\/www.foxnews.com\/category\/health\/cannabis\" target=\"_blank\" rel=\"noopener\">cannabis<\/a> \u2014 to fund the program.\u00a0<\/p>\n<p><a href=\"https:\/\/www.foxnews.com\/media\/san-francisco-residents-band-together-shut-down-reparations-fund-claiming-its-dividing-city\" target=\"_blank\" rel=\"noopener\"><strong><u>SAN FRANCISCO RESIDENTS BAND TOGETHER TO SHUT DOWN REPARATIONS FUND, CLAIMING IT\u2019S \u2018DIVIDING\u2019 THE CITY<\/u><\/strong><\/a><\/p>\n<p>&#8220;We&#8217;re always excited to see the ways in which municipalities determine how they want to use cannabis revenues to improve their communities. So it was definitely \u2014 I believe \u2014 Evanston was the first,&#8221; Ingram told Fox News Digital.<\/p>\n<p>Another way the program is funded is through the city\u2019s\u00a0Real Estate Transfer Tax Ordinance.\u00a0<a href=\"https:\/\/cityofevanston.civicweb.net\/document\/442101\/Reparations%20Financial%20Report_.docx?handle=2960A333321641E7BAEC7FD02CDA8A3D\" target=\"_blank\" rel=\"nofollow noopener\"><u>According to a city memo<\/u><\/a>, the fund had received $276,588 from Evanston\u2019s real estate transfer tax.<\/p>\n<p>The fund was primarily supported by the cannabis sales tax and real estate tax money, since there were\u00a0<a href=\"https:\/\/cityofevanston.civicweb.net\/document\/442101\/Reparations%20Financial%20Report_.docx?handle=2960A333321641E7BAEC7FD02CDA8A3D\" target=\"_blank\" rel=\"nofollow noopener\"><u>no philanthropic donations<\/u><\/a> this year as of Jan. 31, and it received <a href=\"https:\/\/cityofevanston.civicweb.net\/document\/429111\/Reparations%20Financial%20Report_.pdf?handle=F04619651D2042B9B69DA2CDE359CA34\" target=\"_blank\" rel=\"nofollow noopener\">$1,010 last year<\/a>. Furthermore, the city <a href=\"https:\/\/cityofevanston.civicweb.net\/document\/405375\/Reparations%20Financial%20Report_.pdf?handle=6FD3FC8305CE4F0B960F4403EE751A21\" target=\"_blank\" rel=\"nofollow noopener\">reported $55,956.22<\/a> in donations to the Reparations Fund as of Sep. 2024.\u00a0<\/p>\n<p>Evanston was the first city in the nation to\u00a0<a href=\"https:\/\/www.foxnews.com\/media\/weve-proven-reparations-can-work-evanston-activist-city-hasnt-blown-up\" target=\"_blank\" rel=\"noopener\"><u>pass a reparations plan<\/u><\/a>, pledging $10 million over a decade to Black residents\u00a0in November 2019. Established in 2019 and approved by the City Council in 2021, the program issues $25,000 direct cash payments to Black residents and descendants of Black residents who lived in Evanston between 1919 and 1969.\u00a0<\/p>\n<p><a href=\"https:\/\/www.foxnews.com\/media\/chicago-mayor-brandon-johnson-takes-jab-clarence-thomas-while-defending-citys-reparations-task-force\" target=\"_blank\" rel=\"noopener\"><strong><u>CHICAGO MAYOR BRANDON JOHNSON TAKES JAB AT CLARENCE THOMAS WHILE DEFENDING CITY&#8217;S REPARATIONS TASK FORCE<\/u><\/strong><\/a><\/p>\n<p>As the committee members are considering other sources to create revenue,\u00a0<a href=\"https:\/\/cityofevanston.civicweb.net\/document\/433044\/?printPdf=true\" target=\"_blank\" rel=\"nofollow noopener\">members discussed on Feb. 6<\/a> a municipal tax on Delta 8 products. Alderman Krissie Harris recognized that the tax would not significantly increase revenue, though it would &#8220;help keep moving that number forward&#8221; in the reparations process,&#8221;\u00a0<a href=\"https:\/\/dailynorthwestern.com\/2026\/02\/06\/city\/reparations-committee-announces-44-new-payments-explores-delta-8-tax\/\" target=\"_blank\" rel=\"nofollow noopener\"><u>The Daily Northwestern<\/u><\/a> reported.<\/p>\n<p>&#8220;It\u2019s really important for people to understand we pay as we have the money, and it\u2019s not that we\u2019re withholding from paying everyone,&#8221; Harris said. &#8220;It\u2019s just we have to accumulate the funds to make sure we can pay.&#8221;<\/p>\n<p>So far, 137\u00a0Evanston residents have <a href=\"https:\/\/evanstonroundtable.com\/2026\/02\/05\/over-40-reparations-payments-expected-to-be-given-out-by-summer\/\" target=\"_blank\" rel=\"nofollow noopener\">received reparations payments<\/a> totaling $3.47 million, and more are expected by year\u2019s end, reaching 171 recipients with about $4 million allocated to direct descendants.<\/p>\n<p>Evanston&#8217;s City Attorney Alexandria Ruggie wrote in a city memo that\u00a0<a href=\"https:\/\/cityofevanston.civicweb.net\/document\/441903\/Municipal%20Tax%20on%20Delta%208%20Products.pdf?handle=857E87957C4C459DA35A6064A37797ED\" target=\"_blank\" rel=\"nofollow noopener\"><u>the city has the ability<\/u> <\/a>to tax Delta 8 products as a &#8220;home rule unit.&#8221;<\/p>\n<p>&#8220;A question has arisen as to whether the City may tax Delta 8 products in the City,&#8221; Ruggie said.<\/p>\n<p>&#8220;Additionally, Delta 8 products are generally quite cheap, so any tax revenue generated from Delta 8 sales would likely be relatively small, accompanied by minimal impact on the purchase of these products,&#8221; she wrote.<\/p>\n<p>She added that, &#8220;Lawmakers and cannabis industry representatives have long asserted that unregulated THC products like Delta 8 can be more potent than regulated marijuana, and therefore, dangerous to consumers.&#8221;<\/p>\n<p>Ruggie told\u00a0The Daily Northwestern that Delta-8 THC products are sold in Evanston, but not included in the Illinois Cannabis Tax Regulation Act.<\/p>\n<p><a href=\"https:\/\/www.foxnews.com\/media\/episcopal-diocese-maryland-issuing-reparations-blacks-due-systemic-racism\" target=\"_blank\" rel=\"noopener\"><strong>MARYLAND CHURCH TO ISSUE REPARATIONS GRANTS TO &#8216;BUILD UP BLACK COMMUNITIES&#8217; DUE TO \u2018SYSTEMIC RACISM&#8217;<\/strong><\/a><\/p>\n<p>Ingram told Fox News Digital that taxing Delta-8 THC products is concerning, considering that it&#8217;s unregulated. &#8220;Delta- 8 is basically an unregulated, hemp-derived intoxicant,&#8221; she said. &#8220;We always say before we talk about taxing Delta- 8, we need to talk about protecting consumers.&#8221;<\/p>\n<p>The Cannabis Business Association of Illinois sent Fox News Digital <a href=\"https:\/\/acrobat.adobe.com\/id\/urn:aaid:sc:US:c35ee420-ed2e-4d61-9cb3-d4576b746cd3\" target=\"_blank\" rel=\"nofollow noopener\">a letter it penned<\/a> to the Chairman of the Committee on License and Consumer Protection, Debra Silverstein, showing support of an ordinance that would prohibit &#8220;the sale of hemp-derived cannabinoid products within the City of Chicago.&#8221;<\/p>\n<p>In response to the Cannabis Business Association of Illinois\u2019 concerns and the future of funding for the reparations program in general, a spokesperson for the City of Evanston told Fox News Digital that the city cannot comment &#8220;due to litigation.&#8221;<\/p>\n<p>Judicial Watch, a conservative watchdog group, told Fox News Digital earlier this month it <a href=\"https:\/\/www.foxnews.com\/media\/watchdog-group-sues-illinois-citys-reparations-program-over-giving-money-based-race\" target=\"_blank\" rel=\"noopener\">filed a lawsuit<\/a> against\u00a0Evanston, to stop the city from paying Black residents reparations.<\/p>\n<p>The $25,000 payments to Evanston residents are intended to cover housing expenses. The City committed\u00a0to <a href=\"https:\/\/www.cityofevanston.org\/government\/city-council\/reparations#:~:text=The%20Program%20acknowledges%20the%20harm,owner-occupied%20homes%20in%20Evanston\" target=\"_blank\" rel=\"nofollow noopener\"><u>focus on housing<\/u><\/a> because the issue is &#8220;the strongest case for reparations.&#8221;\u00a0<\/p>\n<p>&#8220;There is sufficient evidence showing the City\u2019s part in housing discrimination as a result of early City zoning ordinances in place between 1919 and 1969, when the City banned housing discrimination,&#8221; the city explained.<\/p>\n<p><a href=\"https:\/\/www.foxnews.com\/media\/president-bidens-hometown-releases-reparations-recommendations-after-similar-efforts-sweep-country\" target=\"_blank\" rel=\"noopener\"><u>Reparations can take many forms<\/u><\/a> but broadly refer to payments or other compensation to the descendants of Black Americans affected by slavery or past discriminatory government policies.<\/p>\n<p>In July 2019, Evanston\u2019s Equity and Empowerment Commission held community meetings to gather feedback from community members on what reparations would look like.
