Period. The Hyde Amendment is not about if elective abortion should be legal, it\u2019s about who has to pay for it. For five decades, each Congress has voted in favor of the annual appropriation bills to affirm the Hyde Amendment. The citizens of our great nation have strongly held and widely diverse opinions about abortion, but in poll after poll, Americans agree that they should not be forced to pay for someone else\u2019s abortion.<\/p>\n<p>The Hyde\u00a0Amendment\u00a0has two clear\u00a0tenets,\u00a0federal taxpayers do not pay for abortions or subsidize programs that pay for abortions. Every <a href=\"https:\/\/www.foxnews.com\/category\/politics\/regulation\/health-care\" target=\"_blank\" rel=\"noopener\">federal healthcare program<\/a> has Hyde\u00a0Amendment\u00a0protections, including Medicaid, Tricare, the Children&#8217;s Health Insurance Program,\u00a0and\u00a0Indian Health Services and Medicare, except for one health care program: Obamacare. \u00a0<\/p>\n<p>The\u00a0so-called &#8220;<a href=\"https:\/\/www.foxnews.com\/category\/health\/health-care\" target=\"_blank\" rel=\"noopener\">Affordable Care Act<\/a>&#8221; is the only <a href=\"https:\/\/www.foxnews.com\/category\/politics\/judiciary\/state-and-local\" target=\"_blank\" rel=\"noopener\">healthcare plan<\/a> that circumvents Hyde protections with its notorious &#8220;Section 1303&#8221; accounting gimmick created when the bill passed 16 years ago.\u00a0<\/p>\n<p>Democrats will often say that Obamacare abides by Hyde because\u00a0Section 1303 requires a &#8220;separate payment&#8221; of at least a dollar each month for abortion coverage, which they know is an accounting\u00a0sleight\u00a0of hand. As soon as the law passed 16 years ago, the Obama administration ruled that &#8220;separate&#8221;\u00a0actually meant\u00a0&#8220;together&#8221; which allowed one payment to be split into two parts, often paid for by federal tax dollars.<\/p>\n<p><a href=\"https:\/\/www.foxnews.com\/politics\/abortion-restrictions-create-major-roadblock-bipartisan-obamacare-subsidy-deal-senate\" target=\"_blank\" rel=\"noopener\"><strong>ABORTION RESTRICTIONS CREATE MAJOR ROADBLOCK FOR BIPARTISAN OBAMACARE SUBSIDY DEAL IN SENATE<\/strong><\/a><\/p>\n<p>The millions\u00a0of people paying zero premiums for Obamacare do not pay an additional dollar for their abortion\u00a0coverage;\u00a0it\u2019s\u00a0included in their taxpayer-subsidized premium tax credit.\u00a0<\/p>\n<p>There are now\u00a012\u00a0states\u00a0that will not even allow a healthcare plan to be sold in the state unless it covers surgical and chemical abortion. In those states, every taxpayer is forced to subsidize abortions with their tax dollars and with their monthly premium dollars. Roughly\u00a015\u00a0different insurers\u00a0failed\u00a0to\u00a0even itemize dollars associated with abortion coverage on their enrollees\u2019 bills, nor did they separately bill for the abortion premium amount, which is required by law.<\/p>\n<p><a href=\"https:\/\/www.foxnews.com\/opinion\" target=\"_blank\" rel=\"noopener\"><strong>CLICK HERE FOR MORE FOX NEWS OPINION<\/strong><\/a><\/p>\n<p>Of course, the biggest evidence that Obamacare does not really have <a href=\"https:\/\/www.foxnews.com\/category\/politics\/judiciary\/abortion\" target=\"_blank\" rel=\"noopener\">Hyde Amendment<\/a> protections actually comes from the pro-abortion groups Planned Parenthood Action Fund and Reproductive Freedom for All.\u00a0They recently sent a strong letter to all Democratic members of\u00a0Congress\u00a0letting them know that they would fight against any member of\u00a0Congress\u00a0who\u00a0adds Hyde protections to the Obamacare tax credits. They know that Obamacare is the only federal healthcare that pays for\u00a0abortions\u00a0and they do not want to lose that revenue stream.\u00a0<\/p>\n<p>There is no debate that the cost of healthcare has skyrocketed. Former President <a href=\"https:\/\/www.foxnews.com\/category\/person\/barack-obama\" target=\"_blank\" rel=\"noopener\">Barack Obama<\/a>\u2019s pledge of a $2,500 savings for all\u00a0American families in healthcare premiums has never materialized. For years, Republicans have laid out simple strategies to reduce the cost of healthcare, like allowing small businesses to join together into groups, create subsidized high risk pools to lower the cost for all health insurance, and confronting the pharmacy benefit managers that limit formulary choices and drive up costs for the consumer.<\/p>\n<p>But,\u00a0each time we\u00a0attempt\u00a0to address healthcare costs, Democrats demand that any deal must include elective abortion coverage, paid for by\u00a0American taxpayers. That is a non-starter for the millions of\u00a0Americans that want healthcare to save lives, not take it. We\u00a0don\u2019t\u00a0believe that some children are disposable and some children are\u00a0valuable,\u00a0we believe all children are valuable.\u00a0<\/p>\n<p>Which is why the conversation about the\u00a050-year-old Hyde\u00a0Amendment\u00a0matters, because children matter. All of them. We can reduce the cost of healthcare, but to do it, Democrats are going to have to be more flexible on Hyde.\u00a0<\/p>\n<p><a href=\"https:\/\/www.foxnews.com\/person\/l\/sen-james-lankford\" target=\"_blank\" rel=\"noopener\"><strong><u>CLICK HERE TO READ MORE FROM SEN.
