Treasury Secretary Scott Bessent recently\u00a0declared\u00a0that President Donald Trump<\/a>‘s administration is considering declaring an emergency situation for\u00a0housing.\u00a0He pointed\u00a0out\u00a0the\u00a0weakest summer home sales in a decade, with\u00a0more than 15%\u00a0of transactions falling through in July,\u00a0the\u00a0highest cancellation rate since record-keeping commenced\u00a0in 2017. Prices, though below pandemic levels,\u00a0are\u00a0still too lofty for working- and middle-class Americans.<\/p>\n

Bessent is right to sound\u00a0the\u00a0alarm, and a\u00a0housing\u00a0emergency declaration is long overdue.\u00a0<\/p>\n

For too long, politicians have praised\u00a0the\u00a0virtues of homeownership<\/a> while supporting policies that make it harder to achieve.\u00a0America no longer produces enough houses to meet demand, and existing houses have become more costly than\u00a0they would otherwise have been due to restrictions imposed by government on building and investing.<\/p>\n

National\u00a0housing\u00a0experts\u00a0estimate\u00a0the\u00a0United States is short between 3.2 million and 5.5 million homes, depending on\u00a0the\u00a0methodology used. Freddie Mac puts\u00a0the\u00a0gap at\u00a0roughly 3.8 million\u00a0units, while\u00a0the\u00a0National Low Income\u00a0Housing\u00a0Coalition reports a shortage of\u00a0more than 7 million\u00a0affordable and accessible units. This gap between supply and demand is\u00a0the\u00a0very reason for rising home prices.<\/p>\n

DEI\u00a0IS\u00a0THE\u00a0REAL\u00a0CAUSE\u00a0OF\u00a0AMERICA\u2019S\u00a0HOUSING\u00a0CRISIS<\/strong><\/a><\/p>\n

Government regulations have been largely responsible for causing\u00a0the\u00a0shortage.<\/p>\n

Studies from\u00a0the\u00a0National Association of Home Builders show that federal, state and local regulations account for\u00a0nearly 24%\u00a0of\u00a0the\u00a0price of a new single-family home and\u00a0more than 40%\u00a0of\u00a0the\u00a0cost of new multifamily\u00a0housing. Zoning limitations that restrict density, lengthy permitting programs that draw\u00a0out\u00a0projects over years, and building codes that differ significantly from one jurisdiction to another all create unnecessary\u00a0costs\u00a0and lost time. For some metro regions, it takes over a decade to transition a project from conceptualization through completion.<\/p>\n

If\u00a0the\u00a0Trump administration does indeed choose to declare a national\u00a0housing\u00a0emergency<\/a>, its resulting emergency plan should not seek to micromanage local\u00a0housing\u00a0markets or build new federal bureaucracies. Instead, it should focus on clearing away\u00a0the\u00a0obstacles that make it harder for\u00a0the\u00a0private sector to meet today\u2019s growing demand for\u00a0housing.<\/p>\n

HOUSE PRICES SKYROCKETED UNDER BIDEN. NOW, GUESS WHO DEMOCRATS WANT TO BLAME?<\/strong><\/a><\/p>\n

Wherever stringent restrictions have been imposed upon developers or landlords,\u00a0housing\u00a0availability has contracted and affordability has gotten further\u00a0out\u00a0of reach. Conversely, where markets\u00a0are\u00a0freed to act \u2013\u00a0when\u00a0permitting is streamlined, financing is accessible and development is allowed to respond to demand\u00a0\u2013\u00a0housing\u00a0has become more plentiful and prices have stabilized.<\/p>\n

California shows how this plays\u00a0out. For decades,\u00a0stringent\u00a0zoning and environmental vetting brought building close to a halt, leaving\u00a0the\u00a0state short\u00a0almost 1.3 million units\u00a0, according one recent estimate.\u00a0By contrast, states like Texas<\/a>, which moved more quickly on permitting and allowed higher-density development, have seen faster growth in supply and more moderate price increases even as\u00a0their populations expanded. In fact, home prices\u00a0are\u00a0declining faster in Texas\u00a0than any other state.<\/p>\n

Instead of following states like Texas\u2019 lead and tackling\u00a0the\u00a0root causes of\u00a0the\u00a0housing\u00a0shortage, Washington, D.C., continues to scapegoat\u00a0the\u00a0private sector.\u00a0<\/p>\n

Take, for example,\u00a0the\u00a0trend\u00a0of blaming rent pricing software.<\/p>\n

Launched under President Joe Biden<\/a>, this effort wrongly blames technology tools that give real-time\u00a0housing\u00a0pricing. Targeting AI may make for nice sounding press releases, but it\u2019s no different than blaming\u00a0the\u00a0weatherman for\u00a0the\u00a0rain. This technology just reports on what\u00a0the\u00a0market is bearing and regulating it away does nothing to put more homes on\u00a0the\u00a0market or reduce\u00a0costs\u00a0for families.\u00a0<\/p>\n

Or how about\u00a0the\u00a0federal and state lawmakers who have chosen to point fingers at\u00a0housing\u00a0investors? A\u00a0study\u00a0led by New York University\u2019s Joshua Coven found that markets with greater institutional investment saw both an increase in available rental\u00a0housing\u00a0and a measurable drop in rents. This is because large-scale investors add to\u00a0the\u00a0pool of available rentals, which can ease competition and moderate\u00a0costs.\u00a0<\/p>\n

In other words, when investment is welcomed and new units\u00a0are\u00a0built, families benefit directly through lower\u00a0costs\u00a0and more options.<\/p>\n

What does this all mean?<\/p>\n

Well, instead of seeing its role as one of restricting market activity,\u00a0the\u00a0Trump administration should view its job as one of increasing it. Because\u00a0the\u00a0only\u00a0way\u00a0to solve an affordable\u00a0housing\u00a0shortage is to build and invest more.<\/p>\n

One approach could be to\u00a0catalyze reform at\u00a0the\u00a0state and local level by making some programs and grants conditional on removing artificial limitations on construction, such as\u00a0outdated zoning restrictions that prohibit multifamily development in high-demand\u00a0areas.<\/p>\n

Another could be to streamline federal permitting for infrastructure projects that support\u00a0housing, such as roads, utilities and transit.\u00a0These projects frequently get delayed and become more costly or less likely to get constructed as\u00a0they languish, and streamlining would encourage builders to construct more.<\/p>\n

The\u00a0White House has already prioritized enacting economic policies<\/a> that have freed workers and businesses from unnecessary burdens \u2013\u00a0ending taxes on tips and overtime, reducing red tape, and promoting growth through opportunity.\u00a0Housing\u00a0deserves\u00a0the\u00a0same treatment: less government interference and more room for private investment.\u00a0<\/p>\n

This approach has worked before. Federal leaders just need to let it work again.<\/p>\n
