China recently\u00a0rejected\u00a0President Donald Trump<\/a>\u2019s offer to discuss nuclear arms reductions.\u00a0Then, shortly after, Beijing revealed new weapons in its World War II parade, a celebratory affair that Russia\u2019s Vladimir Putin\u00a0and\u00a0North Korea\u2019s Kim Jong Un also enjoyed.\u00a0<\/p>\n

The\u00a0parade included a variety of cutting-edge technologies, but\u00a0the\u00a0nuclear delivery systems stood out.\u00a0The\u00a0Chinese military<\/a> showcased a full triad of improved capabilities: silo-launched intercontinental ballistic missiles, an air-launched ballistic missile\u00a0and\u00a0a submarine-launched ballistic missile.<\/p>\n

Just three years ago, China denied it was rapidly building up its nuclear arsenal. In 2022, Fu Cong,\u00a0then\u00a0the\u00a0director-general of\u00a0the\u00a0Chinese Foreign Ministry\u2019s arms control department (now China’s permanent representative to\u00a0the\u00a0United Nations),\u00a0told reporters\u00a0that China was maintaining\u00a0only a minimum deterrent necessary to defend itself.\u00a0<\/p>\n

Minimum deterrence is a strategy based\u00a0on\u00a0the\u00a0assumption that a nation needs\u00a0only to possess enough nuclear weapons to survive a first strike\u00a0and\u00a0credibly threaten a retaliatory strike sufficiently destructive in\u00a0the\u00a0mind of its adversary that\u00a0the\u00a0original act of aggression is deterred. Although\u00a0the\u00a0exact numbers that would meet those criteria are difficult to discern,\u00a0the\u00a0size of\u00a0the\u00a0force is modest.<\/p>\n

CHINA SHOWS MISSILES, TRUMP SHOWS MUSCLE: XI’S STRATEGY CAN’T MATCH US<\/strong><\/a><\/p>\n

China also continues to insist that it holds a no-first-use policy. This means it would not use a nuclear weapon against a nation first, but\u00a0only in response to an attack. In\u00a0theory, this policy would complement its alleged minimum deterrent strategy, but its nuclear investments belie both claims.<\/p>\n

Four years ago,\u00a0then Stratcom Commander Adm. Charles Richard publicly warned that it is more useful to watch what\u00a0the\u00a0Chinese are doing than what\u00a0they were claiming. China was amid what he called a “strategic breakout.”\u00a0The\u00a0military exercises between China\u00a0and\u00a0Russia<\/a> were becoming more frequent, too, making what he described as “breathtaking” expansion even more alarming.\u00a0<\/p>\n

The\u00a0Chinese were quickly expanding\u00a0the\u00a0size of\u00a0their nuclear force\u00a0and\u00a0investing in diverse systems,\u00a0and\u00a0they were\u00a0on\u00a0a trajectory that suggested a challenge to\u00a0the\u00a0U.S. deterrent force, which is\u00a0only designed to deter\u00a0one major nuclear power, not two simultaneously.\u00a0<\/p>\n

Because of this, Adm. Richard\u00a0concluded\u00a0that, while it was impossible to know exactly how Xi Jinping<\/a> might think about\u00a0the\u00a0purpose of\u00a0the\u00a0nuclear force, “what matters is\u00a0they are building\u00a0the\u00a0capability to execute any plausible nuclear employment strategy \u2013 the\u00a0last brick in\u00a0the\u00a0wall of a military capable of coercion.”<\/p>\n

TRUMP’S TARIFFS FORCE CHINA TO FEEL THE HEAT<\/strong><\/a><\/p>\n

Any successful act of coercion relies\u00a0on\u00a0a nation\u2019s adversary believing that it has\u00a0the\u00a0capability\u00a0and\u00a0willingness to attack.\u00a0And\u00a0Beijing is working\u00a0on\u00a0a force to convince Washington of that. Not\u00a0only is China building a large\u00a0and\u00a0diverse nuclear arsenal that can reach U.S. ships, bases\u00a0and\u00a0allies, it is mixing its nuclear\u00a0and\u00a0conventional weapons\u00a0on\u00a0dual-capable systems.\u00a0And\u00a0China\u2019s strategic nuclear breakout is leading up to\u00a0the\u00a0time when U.S. officials have assessed China may try to take Taiwan by force (2027).<\/p>\n

A 2024 annual Department of Defense<\/a> report to Congress described China\u2019s nuclear force as including “low-yield precision strike missiles to ICBMs with multi-megaton yields to provide it options at every rung of\u00a0the\u00a0escalation ladder.”\u00a0<\/p>\n

That same report also said, “DoD estimates that\u00a0the\u00a0PRC will have over 1,000 operational nuclear warheads by 2030, much of which will be deployed at higher readiness levels,\u00a0and\u00a0will continue growing its force to 2035 in line with its goal of ensuring [People\u2019s Liberation Army] modernization is \u2018basically complete\u2019 that year, an important milestone\u00a0on\u00a0the\u00a0road to Xi\u2019s goal of a \u2018world class\u2019 military by 2049.”<\/p>\n

The\u00a0report also noted that China will probably use its new fast breeder reactors\u00a0and\u00a0reprocessing facilities to produce plutonium for its nuclear weapons. Just like when China said it was keeping a minimum deterrent\u00a0and\u00a0a no-first-use policy, it was lying about this. Chinese officials claimed that\u00a0these technologies are for peaceful purposes.<\/p>\n

FIDDLING WHILE ROME BURNS: AMERICA IGNORES CHINA\u2019S RISING RED TIDE<\/strong><\/a><\/p>\n

After China\u2019s recent parade, I asked retired Adm. Richard what he made of it. He told me, “I think it’s important to look at it in totality.\u00a0They are advancing rapidly in all aspects necessary for a military designed for aggression.”\u00a0The\u00a0new information, all publicly available, shows that\u00a0the\u00a0admiral was right when he sounded\u00a0the\u00a0alarm several years ago.<\/p>\n

And\u00a0while\u00a0the\u00a0nuclear expert community has found a consensus\u00a0on\u00a0the\u00a0need to quickly modernize\u00a0and\u00a0adapt\u00a0the\u00a0U.S. nuclear force to deter Chinese aggression, decision-makers in\u00a0the\u00a0Pentagon have not fully grappled with this change. For example,\u00a0the\u00a0Biden administration did not make sufficient changes to field a nuclear deterrent force that could deter China\u00a0and\u00a0Russia simultaneously.<\/p>\n

To preserve\u00a0the\u00a0peace,\u00a0the\u00a0Trump administration should do\u00a0the\u00a0following:<\/p>\n

One, fully modernize\u00a0the\u00a0program of record by replacing its nuclear delivery systems; modernizing its warheads as well as U.S. nuclear command, control,\u00a0and\u00a0communications;\u00a0and\u00a0recapitalizing\u00a0the\u00a0nuclear enterprise infrastructure.\u00a0<\/p>\n

TRUMP LEARNS A LESSON GROUNDED IN FAITH, HOW BEST TO STAND TOUGH ON TRADE WITH CHINA<\/strong><\/a><\/p>\n

The\u00a0total cost of this is disputed, but\u00a0the\u00a0upper range of\u00a0the\u00a0estimates is roughly 7% of\u00a0the\u00a0national defense budget<\/a>, whose entire budget is less than 4% of\u00a0the\u00a0nation\u2019s gross domestic product. To prevent nuclear war\u00a0and\u00a0preserve\u00a0the\u00a0peace, this is more than a bargain.<\/p>\n

Two, formally terminate\u00a0the\u00a0New Strategic Arms Reduction Treaty (START) with Russia, which expires in February 2026. Russia announced during its invasion of Ukraine that it would no longer abide by\u00a0the\u00a0treaty\u2019s accounting requirements.<\/p>\n

If\u00a0the\u00a0United States decides to stay within\u00a0the\u00a0confines of New START\u2014when\u00a0there is no way to determine if Russia is doing\u00a0the\u00a0same,\u00a0and\u00a0when China is completely unrestrained by a treaty \u2013 then Washington would be unilaterally restrained when it desperately needs to adapt its force to deter\u00a0the\u00a0growing Chinese arsenal.<\/p>\n

President Trump understood\u00a0the\u00a0foolishness of remaining bound by\u00a0the\u00a0Intermediate Nuclear Forces (INF) Treaty during his first term when Russia was cheating\u00a0on\u00a0it\u00a0and\u00a0formally withdrew from it.\u00a0The\u00a0same logic applies to New START today.<\/p>\n

Three, bolster\u00a0theater nuclear deterrence<\/a> in\u00a0the\u00a0Pacific by speeding up\u00a0the\u00a0delivery of\u00a0the\u00a0Sea-Launched Cruise Missile (SLCM-N), a program President Trump initiated during his first term.\u00a0The\u00a0first Trump administration explained that it was adding this “prudent” option to enhance “the\u00a0flexibility\u00a0and\u00a0diversity of U.S. nuclear capabilities\u2026 by signaling to potential adversaries that\u00a0their limited nuclear escalation offers no exploitable advantage.”\u00a0<\/p>\n

The\u00a0Biden administration did not support President Trump\u2019s initiative until\u00a0the\u00a0end of its term, losing significant time. Now President Trump has\u00a0the\u00a0ability to speed up efforts to deliver this critical capability in time to deter Chinese aggression.\u00a0<\/p>\n

Additionally,\u00a0the\u00a0next generation\u00a0bomber,\u00a0the\u00a0B-21, will be instrumental for deterring China\u00a0and\u00a0assuring allies.\u00a0And\u00a0as its older cousin,\u00a0the\u00a0B-2, showed off against\u00a0the\u00a0illicit\u00a0Iranian nuclear program in Operation Midnight Hammer, stealth\u00a0bombers are a threat to\u00a0the\u00a0most deeply buried targets inside enemy territory.\u00a0<\/p>\n

The\u00a0Air Force plans to produce 100 B-21s, but adding a second production line\u00a0and\u00a0doubling\u00a0the\u00a0production output would be wise. This would also bring down\u00a0the\u00a0cost per item while delivering a powerful deterrent that\u00a0the\u00a0president can use across geographic\u00a0theaters.<\/p>\n

China claims that it has a minimum deterrent, follows a no-first-use policy\u00a0and\u00a0uses nuclear technology<\/a> for peaceful purposes. None of that is true. For\u00a0the\u00a0sake of peace,\u00a0the\u00a0United States should boost\u00a0the\u00a0credibility of its nuclear deterrence accordingly \u2013 and\u00a0fast.<\/p>\n
